Pure Chaos

When Act of Authority enters the battlefield, you may exile target artifact or enchantment.

At the beginning of your upkeep, you may exile target artifact or enchantment. If you do, its controller gains control of Act of Authority.

{T}: Add {C}{C}. Ancient Tomb deals 2 damage to you.

{T}, Pay 1 life, Sacrifice Arid Mesa: Search your library for a Mountain or Plains card, put it onto the battlefield, then shuffle.

Equipped creature gets +2/+2, has haste, can't attack you or planeswalkers you control, and can't be sacrificed.

At the beginning of each opponent's upkeep, you may have that player gain control of equipped creature until end of turn. If you do, untap it.

Equip {3}

{5}: Exchange control of Avarice Totem and target nonland permanent.

At the beginning of each player's upkeep, that player returns a permanent they control to its owner's hand unless they pay 2 life.

{T}, Pay 1 life, Sacrifice Bloodstained Mire: Search your library for a Swamp or Mountain card, put it onto the battlefield, then shuffle.

Each player draws three cards, then discards three cards at random.

The owner of target permanent shuffles it into their library, then reveals the top card of their library. If it's a permanent card, they put it onto the battlefield.

Will of the council — At the beginning of your upkeep, starting with you, each player votes for carnage or homage. If carnage gets more votes, sacrifice Coercive Portal and destroy all nonland permanents. If homage gets more votes or the vote is tied, draw a card.

Whenever an artifact, creature, or enchantment enters the battlefield, its controller chooses target permanent another player controls that shares a card type with it. Exchange control of those permanents.

At the beginning of your upkeep, you may exchange control of Conjured Currency and target permanent you neither own nor control.

Whenever a creature deals combat damage to you, that creature's controller gains control of Contested War Zone.

{1}, {T}: Attacking creatures get +1/+0 until end of turn.

When Coveted Jewel enters the battlefield, draw three cards.

{T}: Add three mana of any one color.

Whenever one or more creatures an opponent controls attack you and aren't blocked, that player draws three cards and gains control of Coveted Jewel. Untap it.

Whenever a creature attacks you or a planeswalker you control, it gets +2/+0 until end of turn.

{2}: Target player other than Crown of Doom's owner gains control of it. Activate only during your turn.

If damage would be dealt to a player, that player exiles that many cards from the top of their library instead.

Choose any number of creatures target player controls. Choose the same number of creatures another target player controls. Those players exchange control of those creatures. (This effect lasts indefinitely.)

Flying

Will of the council — When Custodi Squire enters the battlefield, starting with you, each player votes for an artifact, creature, or enchantment card in your graveyard. Return each card with the most votes or tied for most votes to your hand.

Enchant creature

Enchanted creature has "At the beginning of your upkeep, target opponent gains control of this creature unless you sacrifice a land."

Exile all permanents. For as long as any of those cards remain exiled, at the beginning of each player's upkeep, that player returns one of the exiled cards they own to the battlefield.

When Dockside Extortionist enters the battlefield, create X Treasure tokens, where X is the number of artifacts and enchantments your opponents control. (Treasure tokens are artifacts with "{T}, Sacrifice this artifact: Add one mana of any color.")

At the beginning of each player's upkeep, that player exiles a card at random from their hand. The player may play that card this turn. At the beginning of the next end step, if the player hasn't played the card, they put it into their graveyard.

Flying

At the beginning of each player's upkeep, that player may pay {R}{R} or 2 life. If the player does, they gain control of Emberwilde Djinn.

{T}, Sacrifice Evolving Wilds: Search your library for a basic land card, put it onto the battlefield tapped, then shuffle.

Council's dilemma — Starting with you, each player votes for time or money. For each time vote, take an extra turn after this one. For each money vote, choose a permanent owned by the voter and gain control of it. Exile Expropriate.

At the beginning of each opponent's upkeep, that player chooses draw step, main phase, or combat phase. The player skips each instance of the chosen step or phase this turn.

{T}: Add {C}.

{2}, {T}, Sacrifice Field of Ruin: Destroy target nonbasic land an opponent controls. Each player searches their library for a basic land card, puts it onto the battlefield, then shuffles.

At the beginning of combat on each opponent's turn, separate all creatures that player controls into two piles. Only creatures in the pile of their choice can attack this turn.

{T}, Pay 1 life, Sacrifice Flooded Strand: Search your library for a Plains or Island card, put it onto the battlefield, then shuffle.

Whenever an opponent casts a spell, that player draws seven cards.

Exile target nonland permanent. Each player other than its controller creates a token that's a copy of it.

{2}: Goblin Festival deals 1 damage to any target. Flip a coin. If you lose the flip, choose one of your opponents. That player gains control of Goblin Festival.

All creatures attack each combat if able.

All creatures block each combat if able.

Whenever a spell or ability is put onto the stack, if it has a single target, reselect its target at random. (Select from among all legal targets.)

As Hallowed Fountain enters the battlefield, you may pay 2 life. If you don't, it enters the battlefield tapped.

Whenever a player casts an instant or sorcery spell, each other player copies that spell. Each of those players may choose new targets for their copy.

Whenever a player casts an instant spell, counter it unless that player pays {X}, where X is its mana value.

At the beginning of your end step, target opponent gains control of Jinxed Choker and puts a charge counter on it.

At the beginning of your upkeep, Jinxed Choker deals damage to you equal to the number of charge counters on it.

{3}: Put a charge counter on Jinxed Choker or remove one from it.

Imprint — When Knowledge Pool enters the battlefield, each player exiles the top three cards of their library.

Whenever a player casts a spell from their hand, that player exiles it. If the player does, they may cast a spell from among other cards exiled with Knowledge Pool without paying its mana cost.

At the beginning of your upkeep, the player with the lowest life total gains control of Loxodon Peacekeeper. If two or more players are tied for lowest life total, you choose one of them, and that player gains control of Loxodon Peacekeeper.

At the beginning of each player's end step, put a charge counter on Mana Cache for each untapped land that player controls.

Remove a charge counter from Mana Cache: Add {C}. Any player may activate this ability but only during their turn before the end step.

Each other creature becomes a copy of target nonlegendary creature until end of turn.

Myriad Landscape enters the battlefield tapped.

{2}, {T}, Sacrifice Myriad Landscape: Search your library for up to two basic land cards that share a land type, put them onto the battlefield tapped, then shuffle.

When Mystic Barrier enters the battlefield or at the beginning of your upkeep, choose left or right.

Each player may attack only the nearest opponent in the last chosen direction and planeswalkers controlled by that opponent.

Mystic Monastery enters the battlefield tapped.

{T}: Add {U}, {R}, or {W}.

Cumulative upkeep {3} (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.)

If tapped for mana, Plains produce {R}, Islands produce {G}, Swamps produce {W}, Mountains produce {U}, and Forests produce {B} instead of any other type.

At the beginning of each player's upkeep, return to its owner's hand each creature that player controls with power greater than the number of cards in their hand.

At the beginning of each player's upkeep, that player chooses target player who controls more lands than they do and is their opponent. The first player may search their library for a basic land card, put that card onto the battlefield, then shuffle.

At the beginning of each player's upkeep, that player chooses target player who has more life than they do and is their opponent. The first player may have Oath of Mages deal 1 damage to the second player.

At the beginning of each player's upkeep, that player chooses target player who has more cards in hand than they do and is their opponent. The first player may discard their hand and draw three cards.

Players can't draw cards.

At the beginning of each player's draw step, that player exiles the top card of their library. If it's a land card, the player puts it onto the battlefield. Otherwise, the player casts it without paying its mana cost if able.

Choose left or right. Starting with you and proceeding in the chosen direction, each player chooses a creature controlled by the next player in that direction. Each player gains control of the creature they chose.

At the beginning of your upkeep, each player may put two +1/+1 counters on a creature they control. If a player does, creatures that player controls can't attack you or planeswalkers you control until your next turn.

Whenever an opponent casts a spell, you may exchange control of Perplexing Chimera and that spell. If you do, you may choose new targets for the spell. (If the spell becomes a permanent, you control that permanent.)

At the beginning of your upkeep, flip a coin. If you lose the flip, sacrifice Planar Chaos.

Whenever a player casts a spell, that player flips a coin. If they lose the flip, counter that spell.

Whenever a player casts a spell from their hand, that player exiles it, then exiles cards from the top of their library until they exile a card that shares a card type with it. That player may cast that card without paying its mana cost. Then they put all cards exiled with Possibility Storm on the bottom of their library in a random order.

Prairie Stream enters the battlefield tapped unless you control two or more basic lands.

Flying, defender

As Pramikon, Sky Rampart enters the battlefield, choose left or right.

Each player may attack only the nearest opponent in the chosen direction and planeswalkers controlled by that opponent.

Whenever a player taps a land for mana, if it's not that player's turn, destroy that land.

{2}{U}, {T}: Put target creature on the bottom of its owner's library. That creature's controller reveals cards from the top of their library until they reveal a creature card. The player puts that card onto the battlefield and the rest on the bottom of their library in any order. Activate only as a sorcery.

At the beginning of your upkeep, you may exchange control of target nonland permanent you control and target nonland permanent an opponent controls with an equal or lesser mana value.

Cumulative upkeep {1}{U}{U} (At the beginning of your upkeep, put an age counter on this permanent, then sacrifice it unless you pay its upkeep cost for each age counter on it.)

If tapped for mana, Plains produce {R}, Swamps produce {G}, Mountains produce {W}, and Forests produce {B} instead of any other type.

At the beginning of each player's upkeep, that player gains control of Risky Move.

When you gain control of Risky Move from another player, choose a creature you control and an opponent. Flip a coin. If you lose the flip, that opponent gains control of that creature.

Creatures named Lightning Rager can't attack you or planeswalkers you control.

At the beginning of each player's upkeep, that player creates a 5/1 red Elemental creature token named Lightning Rager. It has trample, haste, and "At the beginning of the end step, sacrifice this creature."

As Sacred Foundry enters the battlefield, you may pay 2 life. If you don't, it enters the battlefield tapped.

Each player skips their untap step.

At the beginning of each player's upkeep, that player simultaneously untaps each tapped artifact, creature, and land they control and taps each untapped artifact, creature, and land they control.

{T}, Pay 1 life, Sacrifice Scalding Tarn: Search your library for an Island or Mountain card, put it onto the battlefield, then shuffle.

For each nonland permanent, choose a player at random. Then each player gains control of each permanent for which they were chosen. Untap those permanents.

If a player would draw a card, that player exiles the top card of one of their opponents' libraries face down instead.

Each player may look at cards they exiled with Shared Fate, and they may play lands and cast spells from among those cards.

Whenever an opponent draws a card, that player may pay {2}. If the player doesn't, you create a Treasure token. (It's an artifact with "{T}, Sacrifice this artifact: Add one mana of any color.")

{T}: Destroy target artifact or creature. That permanent's controller gains control of Starke of Rath. (This effect lasts indefinitely.)

As Steam Vents enters the battlefield, you may pay 2 life. If you don't, it enters the battlefield tapped.

At the beginning of each player's upkeep, that player returns a creature they control to its owner's hand.

At the beginning of each player's draw step, that player puts the cards in their hand on the bottom of their library in any order, then draws that many cards.

At the beginning of each player's upkeep, that player chooses artifact, creature, land, or non-Aura enchantment. All nontoken permanents of that type phase out. (While they're phased out, they're treated as though they don't exist. Each one phases in before its controller untaps during their next untap step.)

Whenever a creature or land becomes tapped, put an hourglass counter on it.

Each permanent with an hourglass counter on it doesn't untap during its controller's untap step.

At the beginning of each player's upkeep, remove all hourglass counters from permanents that player controls.

{2}, {T}: You may put a basic land card from your hand onto the battlefield tapped.

{T}, Sacrifice Terramorphic Expanse: Search your library for a basic land card, put it onto the battlefield tapped, then shuffle.

Exile all nontoken permanents. Starting with you, each player chooses one of the exiled cards and puts it onto the battlefield tapped under their control. Repeat this process until all cards exiled this way have been chosen.

At the beginning of each upkeep, each player exiles the top card of their library. The player who exiled the card with the highest mana value takes an extra turn after this one. If two or more players' cards are tied for highest, the tied players repeat this process until the tie is broken.

Whenever an opponent taps an artifact for mana, gain control of that artifact until the end of your next turn.

At the beginning of each player's upkeep, that player may pay 2 life. If they don't, they return a permanent they control to its owner's hand.

Whenever an opponent taps a land for mana, tap all lands that player controls.

If a creature an opponent controls attacks, all creatures that opponent controls attack if able.

Each player shuffles all permanents they own into their library, then reveals that many cards from the top of their library. Each player puts all artifact, creature, and land cards revealed this way onto the battlefield, then does the same for enchantment cards, then puts all cards revealed this way that weren't put onto the battlefield on the bottom of their library.

Starting with you, each player separates all permanents they control into three piles. Then each player chooses one of their piles at random and sacrifices those permanents. (Piles can be empty.)

At the beginning of each player's upkeep, that player reveals a card at random from their hand. If it's a land card, the player puts it onto the battlefield. Otherwise, the player casts it without paying its mana cost if able.

Players can't gain life.

At the beginning of your upkeep, Witch Hunt deals 4 damage to you.

At the beginning of your end step, target opponent chosen at random gains control of Witch Hunt.

{T}, Pay 1 life, Sacrifice Wooded Foothills: Search your library for a Mountain or Forest card, put it onto the battlefield, then shuffle.

At the beginning of your upkeep, you may choose a card type. If you do, each player sacrifices a permanent of that type.
